Marine Corps Support Facility, New Orleans

Because of the 2005 Base Realignment and Closure Round, the Naval Reserve Forces Command relocated to Norfolk, Virginia. Faced with the prospect of the closing of the Naval Support Activity in Algiers, state and local officials developed a new plan with HRI/ECC, LLC for a Federal City at this site. Woodward Design+Build was chosen as the design-build contractor for the important first project, the construction of a new facility for the Marine Forces Reserve.

After 2 years of construction, a ribbon cutting ceremony was held in June 2011, opening up the central component of the Federal City development. Watch a video from the ribbon cutting ceremony.

The new Marine Corps Support Facility, New Orleans is the end result. Serving as the national headquarters for the Marine Forces Reserve, the secure installation includes a 411,000 square foot four-story main building, two-story band annex and detached warehouse. More than 190 concrete panels were poured, including panels as tall as 72 feet high and weighing more than 130,000 pounds. Progressive collapse avoidance requirements and other federal design criteria were met with tilt-up wall panels. Textured paint, intricate rustication patterns and cast-in thin brick accent this massive structure. Due to schedule and budget constraints, the use of tilt-up construction saved the owner $2 million and accelerated the schedule by three months.

Built with sustainability in mind, the project has been certified LEED Silver and received numerous awards and accolades. The first was Consteel’s Building of the Year in Technical Innovation, video here. This recognition was followed by the 21st Annual Tilt-Up Achievement Award from the Tilt-Up Concrete Association. Recently, the project won the Engineering News Record Texas & Louisiana’s Best Government/Public Building Project as well as the Best in Safety Project of 2012. The Design Build Institute of America has awarded it with a 2012 DBIA Design Build National Honor Award in the Office Buildings Category.

As Federal City continues to grow, Woodward has also completed construction on the Federal City Parking Garage, the Federal City Auditorium and the Federal City YMCA.

Each member of the Woodward team cared deeply for this project and repeatedly demonstrated a sense of patriotism and commitment to making this the best building they could to support the Marines. No detail was left untouched and in some cases reworked if the Woodward team did not feel it was of sufficient quality.
